Members present:  Ken Selzler, Chairman; Kerry Olson, Supervisor; Paul Zent, Supervisor; Terry Mauch, Weed Board; Roger Thompson, Assessor; Greg Hillig, Building Inspector; and Elizabeth Patterson, Clerk/Treasurer

Members absent:  Jerry Kunz, Zoning Board Member; Rick Solberg, Zoning Board Member; and JP Moszer, Road Supervisor

Supervisor Zent made a motion to approve the minutes of the previous meeting.  Supervisor Olson seconded the motion.  The motion passed on a voice vote.

School Board report:  No report.

Zoning Board:  Chairman Selzler opened the Zoning Board.

The board considered the application for abatement made by Kelly Vetter for a residence at 8113 Kittie Lane.  The application requested the value of the property to be lowered from $327,400 to $310,000.  Mr. Thompson agreed with that valuation.

The board considered the application for abatement made by Kelly Vetter for storage units located on Lot 1, Block 1, Vetter First Addition.  The application requested the value of the property to be lowered from $1,245,900 to $1,000,000.  Mr. Thompson said the assessment for this property was done by Vanguard.

Supervisor Zent made a motion to approve the application for abatement by Kelly Vetter for the residence at 8113 Kittie Lane for $310,000 and to deny the application for abatement by Kelly Vetter for the storage units.  Supervisor Olson seconded the motion.  The motion passed with Supervisors Olson and Zent and Chairman Selzler voting in favor.

The board considered the application for abatement made by Daniel & Ashley Haveman for a residence at 113 Barston Lane SE.  Mr. Thompson said the application is for three years and the abatement can only be for one year.  He also said the abatement cannot be for something that is not done.  Supervisor Zent asked Mr. Thompson to send a letter to the Havemans with this information.  Supervisor Zent made a motion to approve the application for abatement made by Daniel & Ashley Haveman for 2011.  Supervisor Olson seconded the motion.  The motion passed with Supervisors Olson and Zent and Chairman Selzler voting in favor.

The board considered an application for abatement made by Patrick Schwartz for property at 1008 Meadow Run Drive.  Mr. Thompson said he will get the property zoned residential instead of commercial.  Supervisor Zent made a motion to approve the application for abatement made by Patrick Schwartz for 1008 Meadow Run Drive.  Supervisor Olson seconded the motion.  The motion passed with Supervisors Olson and Zent and Chairmen Selzler voting in favor.

The board considered an application for abatement made by Tavis Nicholson for a residence at 5770 Prairiewood Drive indicating his status as a 70% disabled veteran.  Supervisor Olson said there is nothing attached to the application verifying his status as a disabled veteran.  Mr. Thompson said he would check on the status.  Supervisor Zent made a motion to approve the application for abatement made by Tavis Nicholson for a residence at 5770 Prairiewood Drive, based on verification of disabled veteran status.  Supervisor Olson seconded the motion.  The motion passed with Supervisors Olson and Zent and Chairman Selzler voting in favor.

Chairman Selzler closed the Zoning Board.

Assessor’s report:  Mr. Thompson said the township is at 93% of valuation, so we should not see any big increases.

Mr. Mauch asked what is being taxed on the Bob Mills property.  He indicated that the property was sold and now appears to be commercial property.  Chairman Selzler asked Mr. Thompson to look into it.

Building Inspector’s report:  Mr. Hillig said no new permits were issued this month, but he has been doing some inspections and certificates of occupancy.

Road Supervisor’s report:  No report.

Treasurer’s report:  Ms. Patterson said the starting balance was $231,525.26, checks written totaled $361, there were no deposits, and the ending balance was $231,164.26.  Supervisor Zent made a motion to approve the bills for this month.  Supervisor Olson seconded the motion.  The motion passed with Supervisors Olson and Zent and Chairman Selzler voting in favor.

Other business:  Chairman Selzler said the Apple Creek Ridge Subdivision in Gibbs Township has been approved which will increase the traffic on 119th Street and will require more upkeep on the unpaved portion of that road than the township can handle.  He said legally the developer only needs one paved access to the subdivision, but the county should address these subdivisions on an individual basis.  Supervisor Zent made a motion to draft a letter to the Burleigh County Commission opposing the Apple Creek Ridge Subdivision unless the unpaved portion of 119th Street between Apple Creek Road and 5th Avenue is paved due to the anticipated increase in maintenance caused by higher traffic volumes.  Supervisor Olson seconded the motion.  The motion passed with Supervisors Olson and Zent and Chairman Selzler voting in favor.

Mr. Mauch said that the intersection of 66th Street and Apple Creek Road needs a four-way stop or stop light.  Supervisor Zent said those are county roads.

Supervisor Zent announced that Ms. Patterson would be taking over as Treasurer until the election in March, but the township is in need of someone to run for the position.
