Members present:  Ken Selzler, Chairman; Kerry Olson, Supervisor; Paul Zent, Supervisor; Jerry Kunz, Zoning Board Member; Rick Solberg, Zoning Board Member; Roger Thompson, Assessor; Greg Hillig, Building Inspector; and Elizabeth Patterson, Clerk/Treasurer

Members absent:  Terry Mauch, Weed Board; and JP Moszer, Road Supervisor.

Supervisor Zent made a motion to approve the minutes of the previous meeting.  Supervisor Olson seconded the motion.  The motion passed with Supervisors Olson and Zent and Chairman Selzler voting in favor.

School Board report:  Shawn Whitney, Apple Creek School Board Member, said that the school board has received three bids to repaint the main school building as soon as school is finished for the year.  Mr. Whitney presented the board with the estimate chosen by the school board to complete the project and asked the board to pay half of the cost.  Supervisor Zent made a motion to pay half the cost of repainting the main school building.  Supervisor Olson seconded the motion.  The motion passed with Supervisors Olson and Zent and Chairman Selzler voting in favor.

Zoning Board:  Chairman Selzler opened the Zoning Board.

The board considered the applications for abatement made by Dale & Paula Schaeffer for a residence at 7701 Viking Drive for 2011 and 2012.  Supervisor Zent made a motion to approve the applications for abatement of Dale & Paula Schaeffer for 2011 and 2012.  Zoning Board Member Solberg seconded the motion.  The motion passed with Zoning Board Members Kunz and Solberg, Supervisors Zent and Olson, and Chairman Selzler voting in favor.

The board considered the applications for abatement made by Marv Abraham for a residence (lot 82) and a barn (lot 80) at 6050 93rd Street SE.  Mr. Thompson said the residence had been included in lot 80 and should not have been.  Supervisor Zent asked Mr. Thompson to look at the property containing the barn to find out the size of the acreage and the value of the land.  Supervisor Zent made a motion to approve the application for abatement by Marv Abraham for the residence (lot 82).  Zoning Board Member Solberg seconded the motion.  The motion passed with Zoning Board Members Kunz and Solberg, Supervisors Zent and Olson, and Chairman Selzler voting in favor.

Chairman Selzler closed the Zoning Board.

Assessor’s report:  Mr. Thompson said he checked into the property owned by Bob Mills in order to figure out what exactly is on the property.

Building Inspector’s report:  Mr. Hillig said he has been doing some inspections.

Road Supervisor’s report:  No report.

Supervisor Zent presented a copy of a letter that Burleigh County sends out to residents regarding pushing snow from a driveway across the road.  He said the township does not have many issues like this but suggested that the township create a similar letter to have on hand in case this becomes an issue.


Treasurer’s report:  Ms. Patterson said the starting balance was $231,164.26, no checks were written, deposits totaled $32,240.64, and the ending balance was $263,404.90. 

Other business:  Chairman Selzler announced that a letter had been sent from the township to the Burleigh County Commission to request 119th Street between Apple Creek Road and 5th Avenue be paved by the developer of the new Apple Creek Ridge Subdivision.  He reported that the request was denied.

Bob Johnson, Mayor, City of Lincoln, asked if the township had a current map of the extraterritorial zone.  Supervisor Zent said the township needs to get a current extraterritorial zone map.  Mr. Johnson said that Jim Mills should have gotten his building permit from Lincoln and instead received one from the township.  Mr. Hillig said that Mr. Mills told him the City of Bismarck said the property was not in the city’s jurisdiction so a permit from the township was issued.  Chairman Selzler asked Mr. Thompson to look into this property to see if anything can be done.

Marv Abraham asked what township residents should do if they see the drivers of concrete trucks washing out their trucks and dumping concrete on township roads.  Chairman Selzler said to call the sheriff but let the township file the complaint.
