Regular Meeting October 6th, 2014 7:00 PM
Members present: Paul Zent – Chairman, Kerry Olson - Supervisor, Ken Selzler - Supervisor, Jerry Kunz - Zoning Board Member, Greg Hillig - Building Inspector, Ann Willoughby – Clerk
Also present are members of Boy Scout Troop #11 to observe a government meeting to meet one of their citizenship requirements.
Members absent: Terry Mauch - Weed Board, Mark Ezell – Treasurer, Rick Solberg - Zoning Board, Chad Schneider – Road Supervisor
Chairman Zent opened the meeting. Supervisor Selzler made a motion to approve the minutes of the previous meeting. Supervisor Olson seconded the motion. The motion passed with Chairman Zent and Supervisors Selzler and Olson voting in favor. Motion passed.
School board Report: Larry Rohde gave report. School will be hiring someone to put lines on the basketball court. A safety chain link fence, six foot high will be put up from NW to South. It will be 285 feet long. Apple Creek Board was asked to provide money to help put up the fence. This does not fall in an area that Apple Creek Township can support. School board asking that people not park on the basketball court; as it is not designed for parking.
Zoning Board Report: No report.
Assessor’s Report: As Mr. Cole Shantz is no longer the township assessor his mother, Barb Shantz, brought in his computer and his records. Mr. Vietmier from Burleigh county offered to help the township find an assessor if help was needed.
Weed Board Report: No report.
Building Inspector’s Report: Mr. Hillig wrote permits for three houses, a pole barn and a shop. Two people still owe for their permits; Red Door Homes and Mr. Dorris Yarbrough. Mr. Chuck Sheer still owes for his permit. [Mr. Sheer was at this meeting and did write a check after the meeting adjourned.] This is Mr. Hillig’s last meeting, the board accepted his resignation and thanked him for all his work and for being someone they could work with easily. Mr. Hillig liked the job and his leaving is due to increased responsibility at this regular job. He stated he would gladly help train in his replacement. It is felt at this time that Lincoln will end up in Burleigh County jurisdiction. Other possible upcoming changes are that single homes may have to have sprinkler systems; no additional information on either of these two statements or why the changes.
Road Supervisor’s Report: Special meeting was held about the extension to the road in the Omar subdivision; 12 citizens were in attendance. Many options were discussed about how the gravel would be paid for on the road extension. Initially Apple Creek Township will pay for the cost and expense will be recouped. The two residents that benefit from the extension will be charged and the $1500 will be split equitably between them based on use. Road approach at the end of road coming out of North Gate addition will be moved in the next two weeks.
Treasures’ Report: Bank balance $183,852 as of September 1st, $122,714 was spent (most for road improvements around the township) $528 was deposited. Payments made tonight are:
Mr. Ron Joern $200 for building permit
Isadore Thomas $350.00 building permit
Tony and Carol Tank $1850 building permit
Chuck Serr $200 (cash payment)
Dorris Yarbrough – need payment
Red Door Homes – need payment
Carmen Wold –paid
Only bill this month is for the Bismarck Tribune $10. 95.
Supervisor Selzler made a motion to pay bills, Supervisor Olson seconded the motion. Supervisor’s Selzler, Olson and Chairman Olson all approved motion passes to pay bills.
Other Business.
Angie Laber would like to build a pole barn, 40’x52’ with 16’ sidewalls with one overhead door and dirt floor. She has two lots that total 11.67 acres. The location would be 125’ off both corners of the lots. Currently has a “lean to” structure and a garden shed on the properties in addition to the house. Mr. Hillig stated that the structure does meet the requirements and is able to write a permit for her at this meeting.
Question was asked at a previous meeting about parking multiple campers on a lot. Chairmen Zent stated that if the campers were organized it was okay.
Apple Creek Township be advertizing for a building inspector with a general background in building and a construction and an assessor.
Mr. Nathan Jensen, Mr. Allen Braun and Mr. Shawn Whitney all voiced interest in the building inspector position. In the interim, the township board has asked Mr. Whitney to fill in based on previous work experience with him and his construction background. Mr. Hillig will be helping him to learn this position.
Apple Creek Township asked Barb Shantz to consider being the assessor for the township. She currently works with Gibbs Township and would need to consider a few things before giving a response.
