Members Present: Chairman, Ken Selzler, Supervisors Kerry Olson & Paul Zent; Zoning Board Member, Jerry Kunz; Road Supervisor, Chad Schneider; Weed Board, Terry Mauch; Building Inspector, Shawn Whitney; Assessor, Mark Splonskowski Treasurer, Kaylene Schoenhard & Clerk, Cyndy Meidinger.

Members Absent: Zoning Board Member, Rick Solberg and Road Supervisor, Chad Schneider.

Chairman Selzler opened the meeting. The December 2015 minutes were reviewed and the only correction was to change the township officer’s compensation for off sight meetings to $20.00/hr. and pay state rate for mileage. Supervisor Olson also noted there is a $60.00 per day cap for meetings all inclusive. With no other corrections Supervisor Zent made a motion to approve the minutes as amended with a second by Supervisor Olson. The motion was unanimously approved, motion carried

School Board Report:  Not much new to report but basketball practice has started. ACS will use other open school gyms for practice usually they use United Tribes Training Center for games.

Treasurer’s Report: Treasurer Schoenhard did not have a currant checking account balance at the meeting time but did have the currant saving account balance of $20,432.53. Note 12-31 balance is $128,854.25 Treasure Schoenhard stated she had 7 bills for the board to review for payment.

There was discussion on a bill submitted for payment on Paint Ball Way for gravel. The board wants a letter sent to the county stating that gravel project should be paid for by the City of Lincoln since there is more benefit to the Lincoln residents than to ACT residents. Supervisor Zent made a motion not to pay Paintball Way until hearing from the county, Supervisor Olson seconded the motion. The motion was unanimously approved, motion was carried.

Clerk Meidinger reported she took the laptop to Office Depot to have it checked out and the recommendation was to replace the laptop. The currant laptop has a slow processer and it would be a mistake to stick any money into repair. After discussion Supervisor Zent made a motion to approve $600.00 maximum to be spent on a new laptop for the treasurer. Supervisor Olson seconded the motion.

The motion was unanimously approved, motion was carried. Supervisor Zent inquired on the count of computers owned by the township. Clerk Meidinger reported at this time the township has 3 computers.

One laptop in the office, 1 new laptop for the assessor, Mark Splonskowski and the old treasurer’s computer. After discussion on all bills presented Supervisor Zent made a motion to approve for payment all bills presented except for Paintball Way, and approval for payment of the 2016 Burleigh County Maintenance Agreement when invoiced, seconded by Supervisor Olson. The motion was unanimously approved, motion was carried.

Weed Board: Mr. Mauch had nothing to report.

Zoning Board: Mr. Kunz had nothing to report.

Assessor’s Report: Assessor Splonskowski discussed the tax abatement for Steve and Cheryl Fuller @ 7275 Keepsake Lane. They were given a 5% discount on their property taxes because they were taxed for a completed home and the property was not completed at time of assessment. They will be assessed at full value in the future.  After discussion Supervisor Zent made a motion to approve the abatement on the recommendation of Assessor Splonskowski the motion was seconded by Supervisor Olson. The motion was unanimously approved.

Road Supervisor’s Report: Supervisor Schneider was not present to provide a report.  The board discussed the Chestnut Drive, Poplar Lane & Poplar Lane by Jerry Kunz’s The traffic load from Nov to Jan 1st due to Christmas traffic is very heavy and the road has a very steep grade making it very dangerous in the winter especially in winter. Chairman Selzler said the board will have to discuss this issue with the county and see if that area could be prioritized for the Christmas months to help keep the driving public safe.

Building Inspector’s Report: Inspector Whitney reported he did a final inspection for Jenson. He also went and checked on Paul Cain’s former residence and the owner had his construction stuff behind a fence and the property looked ok when he was there. He also asked about the Minnesota training. A discussion followed with Supervisor Zent making a motion to deny the request for the Minnesota training at this time. The motion was seconded by Supervisor Olson, the motion was unanimously approved, motion carried. In addition, Supervisor Olson wanted to make sure that Inspector Whitney will stay on with the township for at least a year after township paid training. Inspector Whitney stated he liked working for the township and does not plan on leaving any time soon.

With no further business to discuss Chairman Selzler adjourned the meeting.
