Members Present: Chairman, Ken Selzler, Supervisors Paul Zent and Kerry Olson; Zoning Board Jerry Kunz; Road Supervisor Chad Schneider; Building Supervisor Shawn Whitney; Treasurer, Kay Schoenhard; Weed Board, Terry Mauch and Clerk, Cyndy Meidinger.

Members Absent: Assessor, Mark Splonskowski and Zoning Board Member, Rick Solberg.

Chairman Selzler opened the meeting and asked for the boards wishes on the February minutes Supervisor Zent noted a wrong date on the minutes Clerk Meidinger said that was a typo. With no other discussion on the minutes Supervisor Zent made a motion to approve as written with a second form Supervisor Olson. The motion was unanimously approved.

School Board Report: No one from AC School Board to present a report.

Treasurer’s Report: Treasurer Schoenhard reported there was an opening balance of 183.295.00 as of March 1st. There were 5 bills submitted for payment. Chairman Selzler asked for discussion on bills presented for payment. After discussion Supervisor Olson made a motion to pay all bills presented with Supervisor Zent making a second to the motion. The motion was unanimously approved.

             

Zoning Board Report: No report. The board received word Nathan Jenson living on Omar St wants to have a tree moving business at his residence. Road Supervisor Schneider said there is lots of wood chips on the approach to Mr. Jenson’s property which can be blown on to Omar St by the wind and making a mess. The business issue was discussed with Ray Zeigler and the county’s stance that their guideline is the business can have no impact on sight or traffic. After discussion Chairman Selzler recommended a consent agenda. Chairman Selzler also stated the board would need neighborhood input and suggested the issue be tabled until Mr. Jenson responds to the board. Mr. Jenson was asked to attend the meeting but was not in attendance. Supervisor Zent made a motion to table the issue until Mr. Jenson responds. The motion was seconded by Supervisor Olson. The motion was unanimously approved.

Weed Board: Weed Board Member Mauch had no report.

Tax Assessor’s Report: Assessor Splonskowski was not in attendance so no report. Supervisor Zent was he was in contact with Assessor Splonskowski and he is getting everything ready for the Tax Equalization meeting which will be held Wednesday April 13th 7 PM @ Apple Creek School. There was one request for Abatement for Steve Swennes and Robin Stromme 8301 Burr Oak Loop Bismarck ND 58503, in Pine Meadows Lot 1 Block 8. The property was over assessed by $25,000 for improvements that were not made. After discussion Supervisor Zent made a motion to approve the abatement on the recommendation of Assessor Splonskowski. Supervisor Olson seconded the motion. The motion was unanimously approved.

Road Supervisor’s Report: Supervisor Schneider said the trees need to be trimmed on 76th Ave SE and 93rd St SE. The county gave an estimate of $7,800 for removal and cleanup.  Lorin Wolf was contacted about the tree removal and he thought he could get done for about $7500.00 and he could start soon. There was a discussion and Supervisor Olson made a motion to have Lorin Wolf  do the tree removal on the above named problem area.  Supervisor Zent seconded the motion. The motion was unanimously approved. Chairman Selzler and Road Supervisor Schneider will be in contact with Mr. Wolf on the project.Road Supervisor Schneider talked to Gene Small @ the county about the hill off Northgate Drive and getting extra attention on that piece of road during the Christmas Holidays when there is heavy traffic on that particular road. Supervisor Schneider also stated Hillard Drive culvert is on the county’s list to be done.

There was a group of citizens from requesting something be done with the stretch of 119th that is not paved. The road has a lot of traffic and with the increase in traffic there is an increased dust problem and the road has washboard problems. The citizens are requesting paving the stretch of road. Supervisor Zent said the township does not have the capital to pay for paving of the road. The township wants Burleigh County to take over the road but so far the county is resisting taking over 119th St SE. Supervisor Zent said the township will work with the county and see what can be done to improve the problems. There was a traffic counter put on the road and the township will talk to the county to find out the results. The shoulders can be pulled up to remove gravel from the ditches to help.

Building Inspector’s Report: Inspector Whitney had 2 new permits for the month.

Inspector Whitney had a quite a few inspections for the month. There is a shed on Palomino Dr. that is on skids and no foundation. He could not find an owner or address and would need to check back in the minutes to get the name and address of the owner.

There is a problem with atv riders doing damage to approach on Stoppler’s property @ 9234 Lincoln Road. There was no action taken at this time.

Other Business: Supervisor Olson said Burleigh County Land Use Committee with attend either the April or May meeting to update the township on the progress.

Reminder Annual Meeting Tuesday March 15th @ Apple Creek School 7PM. Running for election will be 1 Supervisor position for a 3-year term, Ken Selzler is running. Clerk position a 2-year term, Cyndy Meidinger is running and 1 Zoning Board Position a 2-year term, Jerry Kunz is running. Also on the ballot will be the tax levy and increase in pay for board members per meeting as allowed by State Legislature.

Chairman Selzler asked if there was any other business to discuss being none he adjourned the meeting.
