Regular Meeting

Chairman Selzler opened the meeting. The previous months minutes were discussed. Supervisor Zent noted one correction the wrong month was put on the minutes. With no other discussion on the minutes Supervisor Zent made a motion to accept the minutes as corrected, Supervisor Olson seconded the motion. The motion was unanimously approved.
Chairman Selzler asker for a schoolboard report but there was no one present from the schoolboard to make a report.
Treasurer’s Report: Treasurer Schoenhard reported a beginning balance of $152,922.33 in checking and $20,432.53 in savings. She had 6 bills presented for payment. After review Supervisor Zent made a motion to approve all bills submitted for payment. Supervisor Olson seconded the motion. The motion was unanimously approved.

There was discussion on the 2017 balance and the board decided to hold a budget meeting after the regular meeting.
Zoning Board: Nothing new to report.
Weed Board: Also nothing new to report.
Assessor’s Report: Assessor Splonskowski had one abatement to discuss for Don & Denise Schumaker 8318 Burr Oak Loop. Mr. Schumaker was at the meeting to discuss the abatement. The abatement was for value of property exceeding the market value for 2015 market value was stated as $575,300.00 and should be $528,800.00 a difference of $46,500.00. Mr. Schumaker said he was in agreement with the $46,500.00 abatement. After discussion Supervisor Zent made a motion to approved the recommendation of Assessor Splonskowski for an abatement of $46,500.00 for the year of 2015. Supervisor Olson seconded the motion. The motion was unanimously approved. Assessor Splonskowski said he was working on getting the assessing up to speed and things should be in order for the April tax equalization meeting.
Road Supervisor’s Report: Supervisor Schneider recommended the township talk to Lorin Wolf about renting a tree chipper to get rid of the trees in the ditch on 76th Ave SE intersecting with 93rd St SE. Chad also said maybe a chipper could be rented from the county, he would check on that option. He thought it could be rented for a week but he would check it out and report back @ the next meeting.
There was also discussion on Paint Ball Way. The County’s position on the invoice is ACT paid the first billing for the road repair so their interpretation was the ACT Board was ok with the improvements. Also Paint Ball Way is in ACT’s road portfolio. If the board wants to dispute the charges they would need make the case with the City of Lincoln. After discussion the board decided they would approach the City of Lincoln @ a city meeting to see if Lincoln would be willing to come to some monetary agreement.
There was also discussion on the horseshoe drive (Popular Lane, Chestnut Drive & Maple Lane) getting better maintenance during the months of November-January 1st due to the high volume of traffic on that particular section of road. The issue was tabled until the next monthly meeting.
Building Inspector’s Report: Inspector Whitney had no new permits in January to report on. He did a final inspection on Chamberlin. Inspector Whitney also said there was a training session in Minot on March 3rd session cost is $100.00 + mileage and hotel approximate cost is $458.00. There was a discussion and Supervisor Olson wanted a commitment from Inspector of his intentions to stay on with the township. Inspector Whitney said his children go to AC School he lives in the township and has no intention of quitting the positon since he enjoys working for the township. After discussion Supervisor Zent made a motion to approve the request for training in Minot for Building Inspector Whitney, seconded by Supervisor Olson. The motion was unanimously approved.
Other Business: Chairman Selzler said he would be running for Supervisor again. Clerk Meidinger will run for clerk and Zoning Board member Kunz will run again. Measures on the ballot will be the annual budget levy request for 2017 and the request for township officers pay from $20.00 per meeting to up to $60.00 per meeting as allowed by the State Legislature. Clerk Meidinger will have a sample ballot at the March meeting.
Supervisor Olson said the Burleigh County Land Use Study members will be @ the March meeting to discuss the results of their findings. This study will not have any effect on ACT but they would like to inform the residents of what is going to happen.
With no other business to discuss the meeting was adjourned by Chairman Selzler.
Chairman Selzler opened the budget meeting and the 2017 levy was discussed. After much discussion Treasurer Schoenhard said she would send a copy of the suggested budget to each of the supervisors so they could go over the figures and report back @ the March meeting.
With no other business to discuss the meeting Chairman Selzler adjourned the budget meeting.
