Chairman Olson opened the meeting and called for the minutes from the last meeting to be approved and or corrected. Supervisor Zent said Clerk Meidinger had made corrections to the November meeting and presented a copy to the supervisors for approval. After going over the corrected minutes Supervisor Zent made a motion to approve the minutes as corrected. Chairman Olson 2nd the motion. The motion was unanimously approved.

Assessor’s Report: Assessor Splonskowski said he just got the assessing unlocked from Al Veitmeier this AM. He will not be doing re-assessments until the weather permits and the snow is gone. He has around 70 building permits to research; they are either new or rechecks. Mr. Splonskowski also had an abatement for Albinus & Teri Scherr @ 8020 Burr Oak Loop for $21,700 exceeding property’s market value. The county had not received the paperwork on the abatement. After going through the minutes the it was found that the abatement was approved @ the June 2016 meeting. The paper work was signed and given to Mr. Splonskowski to take back to the assessor’s office.

Chairman Olson stated the reason for the meeting change was due to the resignation of Supervisor Ken Selzler, his relocating out of state and Supervisor Zent was unable to attend the regularly scheduled meeting so no business could have been done on the regular meeting January, 2nd.

Open Board Positions: Chairman Olson stated Supervisor Selzler had resigned his position effective Nov 1st 2016. The board had contacted Dave Nehring to fill Supervisor Selzler’s position which will be up for election in 2019. With no other discussion, Supervisor Zent made a motion to appoint Dave Nehring to fill the vacated position of Supervisor Selzler. The motion was 2nd by Chairman Olson. The motion was unanimously approved by Supervisor Zent and Chairman Olson.

Treasurer’s Position The next vacant position to be filled was the treasurer position. Jenn Bauer also resigned her position as of Nov 17th, Keith Bayley was also interviewed when the township had to find a replacement for treasurer Schoenhard. This position will be up for election in 2017. Chairman Olson contacted Mr. Bayley about the position and he accepted upon approval of the board. Supervisor Zent made a motion to appoint Keith Bayley to fill the vacated positon of Jenn Bauer. The motion was 2nd by Supervisor Nehring. The motion was unanimously approved.

Building Inspector Position: The last position to be filled was the building Inspector. Greg Hillig the former building inspector was contacted about the position and he accepted upon approval of the board. Supervisor Zent made a motion to appoint Greg Hillig to fill the vacated positon of Shawn Whitney. The motion was 2nd by Supervisor Nehring. The motion was unanimously approved.

Inspector Hillig said he had been out to the Murry Kennel and it has a 4’ foundation but the building has not been started. He also said he had some items he needed for his inspection reports. Clerk Meidinger will have them for him @ the next meeting.

Treasurer’s Report: Clerk Meidinger gave the treasurer’s report. There is balance of $180,359.23 in the bank account as of November 30, 2016

She also had several bills to pay:

Great American trucking $350.00 for tree trimming and disposal in Sunrise Development

Bismarck Tribune $ 21.79 for legal ads

Shawn Whitney $264.49 for October & September wages and mileage

Cyndy Meidnger $ 41.15 supply reimbursement legal size paper and stamps

 For a total of $677.43 + 4th quarter wages for the board.

She also had 5 bills for the board’s consideration for repairs to Apple Creek School

Lang’s Lawn Care $450.00 for grass seed around basketball court and excavated area around school building.

Great American Trucking Inc. $4,000.00 fix west wall drainage issue, level playground & fill in around the basketball court.

 Menards $176.38 for 5/8”x50’ kink resistant hose, 5/8”x 50’ kink resistant hose & 4’ sewer cleanout plug, 4’ steel fence posts and a 4’x 50’ snow fence.

For a total of $4,626.38

Chairman Olson asked for discussion on the above bills to be paid. Supervisor Nehring made a motion to pay all bills incurred by ACT and pay ½ of the bills for repair to AC School except for the items from Menards. The motion was 2nd by Supervisor Zent. The motion was unanimously approved.

Note Ck # 10675 to Paul Zent was voided due to a mistake in number of meetings attended and Ck #10692 was issued for the correct amount

School Board Report: Larry Rhode said the school is implementing a lockdown policy where parents will be notified by text and email should an emergency occur at AC School.

The first basketball game will be in Moffit on Thursday, December the 8th @ 6:15 PM.

The shingle damage on the school building will not be covered by insurance. The adjuster said the damage was not due to hail but the shingles did not have enough asphalt so the ends were curling. As of now there is no damage to the roof. Frank Anderson will give the school an estimate on replacing the roof but the shingles are ok for now. The gutters are dented but do not leak so they will not be replaced now.

Zoning Board:  C&K Auto update, Terry Mauch said approximately 250 have been hauled out.

Magilke Update: There have been no complaints of barking dogs. Clerk Meidinger suggested an ordinance change at the annual meeting in March. She also suggested that it be in the ordinance that property owner needs to reside on the property if there will be animals on the property. The board will also do a consent agenda from this point and the person requesting a special use/variance must come to a meeting stating his/her request. The board will hear the request but there will be no determination on the request until the next meeting. The board will also strongly the requester meet with surrounding landowners to advise the neighbors and give them the time for input.

80th & Apple Creek Road Sewage dump: Chairman Olson will contact the health department. It was also brought to the attention of the board that the people on the south side of Apple Creek Road and 93rd St SE are piling manure right next to Apple Creek if there were a flood that would also end up in Apple Creek.

Lengenfelder Subdivision update: Lengenfelder’s will be back in spring with Platt maps and further discussion

Property Complaints: Terry and Debra Hoerer reside at 9005 Lincoln Road there have been numerous complaints of pallets and other items scattered about. A letter will be written to them requesting they attend the January 2nd meeting to discuss how best to resolve this problem.

Road Supervisor’s Repot:  Supervisor Schneider was not @ the meeting so no repot was given. Clerk Meidinger gave the board copies of the 20017 Road Maintenance Agreement for the board to review. The agreement needs to be sent in by the end of December. Clerk Meidinger noted the fee was raised by 40% from the 2016 agreement which the township paid $15,988.35 and 2017 the fee will be $22,383.69. There was a question on the responsibility of the So ½ of section 19 City of Lincoln or ACT. Clerk Meidinger said she would check with Supervisor Schneider and get the agreement sent in by the end of the month.

Chairman Olson asked if there was any other discussion being none he asked for a motion on the 2017 Maintenance Agreement. Supervisor Nehring made a motion to accept the 2017 county agreement. The motion was seconded by Supervisor Zent. The motion was unanimously approved.

119th paving question: Nichole Kapp sent an email regarding paving the rest of 119th St SE. The board is waiting on a signed petition from the landowners about the payment and cost share so far no one has come back to the township with updated info.

Other Business: It was also brought to everyone’s attention Arnold Schieve’s wife passed away and Mr. Schieve broke his hip.

The January Meeting will be held on Jan 2nd 2017
