Members Present: Chairman, Paul Zent; Supervisor, Kerry Olson; Assessor, Mark Splonskowski; Building Inspector, Greg Hillig, Clerk, Cyndy Meidinger; Road Supervisor, Chad Schneider and Zoning Board Members, Jerry Kunz and Rick Solberg

Members Absent: Treasurer, Jamie Vetsch, Supervisor, Dave Nehring and Weed Board, Terry Mauch

Supervisor Zent opened the meeting and asked if there were any additions or corrections to the July meeting. With no corrections or additions Supervisor Olson made a motion to accept the minutes as written. Chairman Zent 2nd the motion and they were unanimously approved.

School Board Report: Mark Springer said the school board is getting bids on a new roof for one of the school buildings. He will report back to the board next month. He also submitted a bill for flooring repair and new carpet for the kindergarten room due to water damage. The total bill was for $4,048.24. The board asked for discussion on the bill. The board agreed to pay ½ of the bill per the agreement with the school board regarding repairs on the building.

Treasurer’s Report: Clerk Meidinger reported the bank balance as of July 31st was $244,500.40. There were several bills to pay for employee wages and reimbursement for supplies. After reviewing all bills submitted Supervisor Olson made a motion to pay all bills submitted. Chairman Zent 2nd the motion and the motion was unanimously approved.

 

Zoning Board: Chairman Zent reported on a lot modification in Harvest Meadows Subdivision. The request is for the removal or modification of a non-access line for a road approach. The modification was approved by Burleigh County so the approach will need to me moved. The consensus of ACT Board of Supervisors and Road Supervisor is to keep the approach where it is. The current location is a better location and causes less problems in winter for snow removal.

Chairman Zent also reported on a lot split in Barbie’s Neighborhood Subdivision (Lot 10 Block 1) will be Auditors Lot A Lot 10 and will be 1.500 acres. Auditors Lot B Lot 10 will be 1.499 acres which was approved by Burleigh County Commission on July 26th

Assessor’s Report: Assessor Splonskowski reported he is keeping up with new builds. He also stated he is putting cards on residences he visits where no one is home. That seems to be working out well. He has gotten return calls from the residents. Chairman Zent asked if he put the supervisors name and numbers on the cards. Mr. Splonskowski said no, but that could be added.

Building Inspector’s Report: Inspector Hillig stated for July he had 5 inspections:

  1. Allen Guthmiller 5050 93rd St SE footing inspection

  2. Allen Guthmiller 5050 93rd St SE foundation wall inspection

  3. Lowell Malard 10900 62nd Ave SE framing inspection

  4. Noel Zingg 9103 Creekside Drive floating slab inspection

  5. Joseph Olson 1110 Meadow Run Drive framing inspection

Also for the month of July there were 2 building permits issued:

  1. Harlan Wetzel 8365 Irish Lane detached garage on a floating slab. Valuation of work $6144.00

    Permit #2017-13 fee $127.56 pd check #1777

  2. Joseph Olson 1110 Meadow Run Drive finish basement. Valuation of work $28,896.00 Permit #2017-13 Fee $390.22 Paid check #1802

Total Building permits fees for July is $517.78

Inspector Hillig also asked about the property on Brad’s Way that was damaged by fire in July. Does the board require a clean-up permit? Chairman Zent asked if he had inspected the property. Inspector Hillig stated he had just gotten the call about the property and had not had time to inspect it. Chairman Zent said to go inspect the property and report back @ the September meeting. Inspector Hillig said that James Hayden was requesting a refund on his building permit. Inspector Hilling stated there was no work started on the building. After discussion, the board agreed to give approval to refund the fee less mileage and time spent to write the permit.

Road Supervisor’s Report: Supervisor Schneider stated things were quiet for the month of July but he did issue 2 approach permits to Dale Phalke permit #s 2017/07/62-1 & 2017/07/62-2 permit fee $100.00 for both and paid by check # 13915Total approach fees for July is $100.00

119th St SE  Supervisor Zent he had been in contact with Gibbs Township and they are willing to give up control of their share of 119th St SE to Burleigh County. He also stated a letter was sent giving control of ACT’s portion of 119th St SE to Burleigh County and a copy of the July minutes will be sent to Marcus Hall. Chairman Zent further stated there is a possibility the paving could be done next spring.

Consent Agenda: Chuck Schaan was at the meeting to request a lot subdivide. The legal description of the lot is NE ¼ of SE ¼ Section 29-Range 139-79 street address is 7705- 55th Ave SE. This is a 40-acre parcel and he wants to subdivide into 2- 20-acre parcels. Mr. Schaan had a google map of the property for the board to review. Mr. Schaan said he had someone interested in a 20-acre parcel. Due to personal reasons, he wants to sell 20 acres. He was told he would need to get a plat map for the township, meet with Burleigh County and a public hearing would need to be held. Mr. Schaan now lives in AZ but he gave his phone number and his son’s contact number. The board will work with him via phone conversation or a personal representative for the public hearing. The hearing with be @ the September 11th meeting of ACT.

Supervisor Zent reminded everyone the next meeting will be September 11th due to the Labor Day weekend.

He also asked if there was any other business to discuss. Being none, he adjourned the meeting.
