Members Present: Chairman, Paul Zent; Supervisor, Mark Springer; Building Inspector, Greg Hillig; Clerk, Cyndy Meidinger; Treasurer, Jamie Vetsch; Weed Board, Terry Mauch; Zoning Board, Jerry Kunz and Rick Solberg.

Members Absent: Assessor, Mark Splonskowski; Road Supervisor, Chad Schneider and Supervisor, Dave Nehring.

Chairman Zent opened the meeting and asked for any additions or corrections to the previous months meeting. Supervisor Springer stated other than several typos he didn’t see any other corrections. Chairman Zent asked for a motion to approve. Supervisor Springer made a motion to approve the minutes with the noted typos corrected. The motion was 2nd by Chairman Zent and the motion was unanimously approved.

Consent Agenda: Nothing to discuss.

School Board Report: Supervisor Springer stated the school board would have 2-3 open positions to fill @ the June election. One board member is moving out of the district. Larry Rhode is completing a vacated position. He said the school board is sending letters out to the parents asking for people interested, to sign up for the positions. He also said the only requirement is residence in the school district.

Treasurer’s Report: Treasurer Vetsch stated there is $279,339.59 in checking and $20,473,20 in savings. She had 3 bills for payment, Burleigh County Hwy Dept for the 2018 Maintenance agreement, BCTOA 2018 Dues and re-imbursement to her for office supplies. After discussion Supervisor Springer made a motion to pay all bills presented with a 2nd from Chairman Zent. The motion was unanimously approved.

Treasurer Vetsch started a discussion on the taxes withheld for the board members, the discussion resulted in the township will start this year (2018) taking taxes out. Previously the township used 1099s, but this practice is incorrect. Supervisor Springer made a motion to start the 2018 payroll year gong to W2 payroll. The motion was 2nd by Chairman Zent. The motion was unanimously approved. The payroll forms will be @ the March meeting for everyone to fill out.

Zoning Board: There was nothing new to report. Board member Kunz asked about the Bismarck extra territorial zoning and if the board heard anything new. Chairman Zent said he heard there might be some interest from Lincoln and that ACT & city of Bismarck have an agreement that Bismarck Zoning comes out 2 miles but has not heard anything else.

Report: No report due to the absence of Assessor Splonskowski. Chairman Zent said he talked to Al Veitmeier about the Oatfield abatement/refund of taxes for 1015-2018. Assessor Splonskowski sent the Oatfield’s a letter explaining they need to get the property rezoned from ag to residential first and then the refund could be looked at. He also asked the Oatfield’s to attend a township meeting to discuss the issues with them. Since there has been no contact with the Oatfield’s and the 2015 request cannot be honored because tax abatements can only go back 2 years Chairman Zent denied the request, since township procedures were not followed. Ben & Ida Erickson Disabled Veteran Credit for years 2016 & 2017 property address is 9732 Creekside Dr. Bismarck. A discussion followed with the board having several questions regarding who gets the credit and the figures did not add up. Supervisor Springer asked to table discussion on the request until clarification could be made with the assessor’s office. Chairman Zent 2nd the motion and it was unanimously approved. Clerk Meidinger said she would contact the assessor’s office and get the needed clarification and report back @ the March meeting.

Building Inspector’s Report: Inspector Hillig said he didn’t have any permits for the month but there were several in the works for the future. He also said he wanted to have septic drawings on the building permits for new builds because he has one where the property owner asked for it. Up to this point it has not been a strict requirement to have drawing for septic systems. Chairman Zent and Supervisor Springer agreed with the addition to the permits.

The concrete company made a mistake on the concrete for Guthmiller’s and there needs to be a repair done. Inspector Hillig has an engineer he wants to use to correct the problem and asked if there would need to be an additional charge or permit. A discussion followed, and the board agreed there would be no additional charge or permit required.

Phone Calls:

  1. Trent Guthmiller on structural issue with home on 62nd Ave SE

  2. Answer additional questions with home owner on Bar-D-Road.

Weed Board Report: Board Member Mauch had nothing to report but would be in contact with Gary Hartman at the Ag Show to discuss weed issues.

Road Supervisor’s Report: No report due to the absence of Supervisor Schneider. Chairman Zent said Chad had contacted him and there were no issues with snow, gravel and blading for the month of Jan.

Chairman Zent asked about the annual meetings coming up. Clerk Meidinger said the BCTOA meeting will be Wednesday March 14th 9:30AM @ the AmVets & the ACT Annual meeting will be Tuesday March 20th 7 PM. Chairman Zent said the next meeting will be Monday March 5th he asked if there was any other business to discuss being none, he adjourned the meeting.
