Members Present: Chairman, Paul Zent; Supervisors, Dave Nehring and Mark Springer; Assessor, Mark Splonskowski; Building Inspector, Greg Hillig; Clerk, Cyndy Meidinger; Road Supervisor, Chad Schneider; Treasurer, Jamie Vetsch; Zoning Board, Jerry Kunz and Rick Solberg.

Members Absent: Weed Board, Terry Mauch

Chairman Zent asked if there were corrections or additions to the minutes being none Supervisor Nehring made a motion to accept as written with a 2nd from Supervisor Springer the motion was unanimously approved.

Consent Agenda: David Duma brought his proposal to build a microbrewery to the City of Lincoln. He will be renting space in a rental unit in Lincoln address is 6761 Sterling Drive. At startup he will have 3 or 4-part time employees. The business will use on and off-site sales with the use of growlers. In the future there is the possibility of bottling beer. There are units available for the bottling process. After discussion Supervisor Nehring made a motion to approve the microbrewery request by David Duma. Chairman Zent said the liquor permit will need to be obtained from the City of Lincoln or Burleigh County. He also welcomed the additional business in the area and wished Mr. Duma success in the endeavor. Supervisor Nehring made a motion to approve the request for a microbrewery in the city of Lincoln. Supervisor Springer 2nd the motion. The motion was unanimously approved.

School Board Report: Eric Kroh reported one of the trees that were moved in died and Nathen Jenson will reevaluate the trees in the spring. Mr. Jenson also stated the drought might have been a factor with the trees. Mr. Kroh stated the AC School Board is short members and is looking for individuals to fill the vacant board positions. There are tables on order to make the present room a meeting room and move the lunch room to one of the other buildings.

Assessor’s Report: Assessor Splonskowski said he completed the subdivision valuations. He also sent Outfields a letter about a zoning change from residential to ag to qualify for abatements for 2016 &2017. Clerk Meidinger asked about the property tax increase. Assessor Splonskowski said the state relief ended and the average increase will be about 7%

Treasurer’s Report: Treasurer Vetsch said the savings balance is $20,468.10 and checking is $251,936.76 keeping in mind the ACT Board has $100,000.00 set aside to pay for ACT’s share of the paving of 119th St SE. There were various bills submitted for payment and 4th Qtr. payroll. After review Supervisor Nehring made a motion to approve all bills submitted for payment including 4 Qtr. payroll. Supervisor Springer 2nd the motion. The motion was unanimously approved. Treasurer Vetsch asked if the checks could be written out later and mailed to everyone. After a short discussion the board approved the request from Treasurer Vetsch

Road Supervisor’s Report: Supervisor Schneider said there was not much going on right now. There was a discussion on the 2017-2018 maintenance agreement. Supervisor Nehring made a motion to approve the 2017-2018 road maintenance agreement with Burleigh County. Supervisor Springer 2nd the motion. The motion was unanimously approved.

Building Inspector’s Report: Inspector Hillig issued 1 building permit 2017-23 to Leingang Home Center Stan & Cyndy Meidinger 6305 Omar St for a 28’.6’x 12’ 3 season room and an 8’x6’ front porch. Valuation of work $48,360.00 paid by check # 6764.

Chairman Zent reminded members that the next meeting will be January 8th due to the New Year’s Holiday. He also asked if there was any further business to discuss. Being none, he adjourned the meeting.
