Members Present: Chairman Paul Zent; Supervisors Dave Nehring & Mark Springer, Assessor, Mark Splonskowski, Building Inspector, Greig Hillig, Clerk, Cyndy Meidinger, Road Supervisor, Chad Schneider Treasurer, Jamie Vetsch, Weed Board, Terry Mauch and Zoning Board Member Jerry Kunz.
Members Absent: Zoning Board, Rick Solberg.
Chairman Zent opened the meeting and asked if there were corrections or additions to the previous months minutes. Supervisor Springer made a motion to accept the minutes as written. Supervisor Nehring 2nd the motion and the motion was unanimously approved.
Consent Agenda: Nothing to discuss.
School Board Report: Supervisor Springer gave the report since there was no school board member present to give the report. The school had a break-in in February. There was some damage done to the kindergarten classroom door and 10 laptops were stolen. It was reported to the sheriff’s department & the perpetrators have been apprehended, they are from Bismarck. The suspects were apprehended when they were caught stealing again. The security system will need to be upgraded for the school. That will cost between $5,000.00 to $7,000.00.
Mrs. Kraft will finish out this school year and will retire after 37 years of service.
Treasures Report: Treasurer Vetsch said there was $308,061.86 in checking and $20,473.20 in savings. Treasurer Vetch stated she had several bills to pay + 1st quarter payroll. After review, Supervisor Nehring made a motion to approve all bills submitted for payment the motion received a 2nd from Supervisor Springer the motion was unanimously approved. Treasure Vetsch stated since the change in payroll this quarter will only be for Jan/Feb and there will be a catch-up check in March. The 2019 budget request will be $156,000.00 which is up from $153,000.00 from last year. The board is looking at possible pay increase for the assessor & the county is raising the road maintenance agreement by 40% and the cost of additional road repairs and other expenses keep going up.
Zoning Board Report: Chairman Zent said he attended a Bismarck Planning & Zoning meeting February 28th at the request of the City of Bismarck for Clifford Stone @ 8131 Red Oak Drive in East Ridge Second Subdivision. Mr. Stone was requesting a special use permit to increase the allowable square footage of accessory buildings to 2,400 square feet. The City of Bismarck approved the request. This subdivision is Bismarck’s jurisdiction. ACT was advised of the request since the subdivision is in ACT. Zoning Board had no other business to discuss.
Zoning Board Member Kunz said he had a call about utilities on the property line on 56nd Ave SE & 66th St SE. and what utility company was on the property. Road Supervisor Schneider said the best place to call was 811 and they would be out in 2 days to locate and label the utility lines on a specific property.
Assessor’s Report: Assessor Splonskowski reported he is keeping current on new builds. He also said the tax equalization meeting is coming up in April. Chairman Zent said the board would need to meet with assessor Splonskowski about the job review that was agreed on when he was hired 2 years ago. Chairman Zent was looking at some time after the Tax Equalization Meeting. There was a question about the Disabled Veteran’s Credit for Ben & Ida Erickson, 9732 Creekside Drive East Valley Estates Bismarck. The board questioned the difference in the amount of the credit. Assessor Splonskowski said to contact the treasurer’s office because he did not do Veteran’s Credits. Clerk Meidinger said she would check with the treasurer. Chairman Zent asked for a motion on the credit. Supervisor Springer made a motion to approve the Disabled Veterans Credit for Erickson’s if the numbers were correct. Supervisor Nehring 2nd the vote and the motion was unanimously approved. Clerk Meidinger will report back @ the April meeting. Assessor Splonskowski said he was running for Bismarck City Commissioner.
Building Inspector’s Report: Inspector Hillig had one building permit for Cory Halverson @ 1001 Meadow Run Drive Bismarck finish basement with 2-bedrooms, bath & family room Permit #2018-1 permit fee of $324.08 was not paid at the writing of minutes because the check was not signed. Total valuation of work $31,250.00. Inspector Hillig said Bismarck and Mandan has a new code regarding 9‘walls that will need engineered walls which will add considerable cost to the home and additional rebar needed in concrete. He said Burleigh County Building Inspector Ziegler doesn’t see the need and Burleigh County will not follow that Bismarck code. After discussion the board agreed to follow Burleigh County’s lead regarding 9’ walls and rebar in footings for buildings with 9’ walls. Chad Schneider asked how long a building permit is good for. There still is no house on a lot with a basement on Omar St. Permits are good for 6 months; but work must be ongoing. Building Inspector Hillig will do some checking on the property on Omar St to see what is going on and report back.
2 framing inspections for Feb @ 1003 Meadow Run and 1 @ 10024 Pond Place.
4 phone calls for Feb, Square footage questions, call on Footing & wall inspection, call on new codes for rebar in concrete and call on building in flood plain.
Road Supervisor’s Report: Supervisor Schneider stated roads are doing ok, not much plowing going on this year. The county called & wants to do tree trimming in the ditches since they have the time. The township will have to look @ spraying the saplings to keep everything under control. Chad said Gene Small is retiring from the highway department. He was asked if he was going to take that job. He said no he was looking @ the Morton Co highway department road supervisor position, so he might be leaving.
Weed Board: Weed Board Member Mauch had nothing to report.
Chairman Zent asked Supervisor Springer to accompany Road Supervisor Schneider and himself on the annual ACT road review in April. Supervisor Springer agreed to the meeting.
Chairman Zent reminded everyone about the BCTOA annual meeting and election being held on Wednesday March 14th any board member may attend. Also, Tuesday March 20th is the ACT Annual Meeting & Election @ the school @ 7PM. He said he would run again he wants to be able to see the 119th project completed. He asked Jerry Kunz if he would run again and Zoning Board member Kunz agreed to run again, Clerk Meidnger stated she would also run for clerk again.
New Business, Wind Tower Report: Supervisor Nehring stated Boyd, Missouri and Telfer have combined their zoning authority and changed the setbacks from property lines or residences from the Burleigh County code which is 3 times the tip height for residences, tip height right now is about 657’ or 1.1 times the tip height for a non-participating land owner’s property line. Boyd, Missouri and Telfer changed the setback to 3 times the tip height for a non-participating land owner. Supervisor Nehring said Emmons county is getting a windfarm in Braddock.
Chairman Zent asked if there was any other business to discuss being note he adjourned the meeting.
