Members Present: Supervisors, Mark Springer & Paul Zent; Assessor, Mark Splonksowski; Building Inspector, Greg Hillig; Clerk, Cyndy Meidinger; Road Supervisor, Chad Schneider & Treasurer, Jamie Vetsch

Members Absent: Chairman, Dave Nehring; Weed Board, Terry Mauch; Zoning Board, Jerry Kunz and Rick Solberg

Supervisor Springer took over chairman duties due to absence of Chairman Nehring. Supervisor Springer asked for corrections or additions to the minutes. Supervisor Zent stated the June minutes were given for approval by mistake. Chairman Zent made a motion to allow Clerk Meidinger to email the correct minutes to the supervisors for final approval via email. The minutes had been previously reviewed by the supervisors before the meeting. Supervisor Springer 2nd the motion and was unanimously approved.

Consent Agenda: Nothing to discuss

School Board Report: Eric Kroh reported the roof was complete; but there was a mistake on the type of shingles placed on the roof. The school board thought they were getting metal and the shingles are asphalt. Also, there needs to be some repair work to the main building entrance there was some damage done to the building during construction. So, there are a few issues that need to be worked out. Floors are done, septic is 95% complete, grass has been planted. Supervisor Zent suggested naming or numbering the buildings on the school campus that would make identification of each building easier Mr. Kroh said he would take the suggestion back to the school board. There are approximately 58 or 59 students enrolled for the 2018-2019 school year. Eric Kroh will be on the school board due to the resignation of Jolene Rohde due to an illness in the family.

Treasurer’s Report: Treasurer Vetsch reported there is $171,758.34 in checking and $186,774.51 in savings. There was one invoice submitted for payment to ND Fire and Tornado Fund for the school buildings in the amount of $356.86. She forgot to bring the checkbook, so she will have to get signatures later and get it sent in. The invoice for ND Fire and Tornado Fund will be paid by check #10865. Clerk Meidinger said she talked to Jon Nelson about the building insurance. The insurance policy for the school is updated yearly. The township has the option to get an appraisal and that appraisal will be compared with the appraisal that the insurance company uses. If there is a large discrepancy between the appraisals the board can opt to have another appraisal with the company the insurance company uses. The cost of the appraisal will be the responsibility of the township.

Assessor’s Report: Assessor Splonskowski said he is finishing up on Mees Addition and then will start on building permits. Assessor Splonskowski said he had 3 abatement requests

  • 2 are for Christopher Sammons @ 7021 Keepsake Lane Bismarck for the year of 2017 for difference of $45,400.00 and year 2016 for a difference of $45,400.00 due to over evaluation

  • Sherry Norbeck @ 8203 Apple Creek Road for the year of 2018 for a difference of $192,300.00 since her property was destroyed by fire. Supervisor Zent asked Assessor Splonskowski if the above abatements were accurate property value requests. Assessor Splonskowski said he did the abatements and they are correct. After further discussion Supervisor Zent made a motion to approve the abatements for Sammons and Norbeck. Supervisor Springer 2nd the motion and it was unanimously approved by the ACT Supervisors.

Building Inspector’s Report: Inspector Hillig issued 2 building permits for July.

  • 2018-10 Apple Creek School 2000 93rd St SE Bismarck for new septic system and drain field. Valuation of work $27,000.00 permit fee $279.25 pd check # 7353

  • 2018-11 Elijah Nelson 6600 55th St SE Bismarck new home, 2 story 3 bdrm 2 bath total 1984 sq. ft. Valuation of work $244,480.00 permit fee $1,254.68 pd check # 1070

  • Total valuations for the month of July $271,480.00 total permit fees for July $1,533.93.

Road Supervisor’s Report: Supervisor Schneider said the county should finish graveling this week. He had a request from Sherry Norbeck to move her approach on Eric Ave. His recommendation was to keep the approach where it is. Supervisor Zent suggested Sherry and Supervisor Schneider come to an agreement about the approach and go from there. Supervisor Zent asked if 119th had gotten paved. Road Supervisor Schneider said he had not gone and checked it out, but he heard that it had been paved. Marv Abraham said he drove 119th on Sunday it was paved but not completed. Supervisor Zent said the county will chip seal the pavement and come back in the fall and put the final edges on. Supervisor Zent also said the county is working on the paving of 66th St South of Lincoln Road. He said the county did not do any improving of the road just laid asphalt because in the future there would be an improvement to 66th St. north and south. 66th St is a county road, so no township funding went to the paving of 66th St.

Zoning Road Report: No report due to the absence of the Zoning Board members. There was no report on the Terry Hoerer property clean up on Lincoln Road. There will be a follow up report @ the September meeting.

Brandon Snyder was requesting to move a mobile home or modular home onto his property @ 1101 80th St SE. south of Apple Creek Road. His original home had been destroyed by fire. Supervisor Zent said there would have to be a public hearing on the matter and Mr. Snyder could decide when he wanted the meeting. Supervisor Zent also said there were only certain areas of the township that were zoned for mobile homes. Clerk Meidinger said he should also talk to the neighbors and let them know his plans about moving a home onto his property. Supervisor Zent also stated that 80th St SE south of Apple Creek Road was not up to county specs that is why it doesn’t get graveled & snow removal done by the county but periodically the township will have the county put some gravel on the south end of Apple Creek Road to use for that section of road.

Weed Board: No report due to the absence of Terry Mauch

Other Business: Supervisor Zent said he had a request from SEH, Short Elliot Hendrickson Inc. the engineering consulting firm representing the City of Lincoln, two of their engineers wanted to meet with the board. The engineers attending the meeting will be Toni Header and Ken Nysether. Supervisor Zent said they agreed the September 10th meeting would be a good time to meet to discuss City of Lincoln issues.

Supervisor Springer asked if there was any other business to discuss being none, he adjourned the meeting.
