ACT Board of Supersvisors Meeting

Members Present: Chairman, Dave Nehring; Supervisor, Mark Springer; Building Inspector, Greg Hillig; Clerk, Cyndy Meidinger; Treasurer, Jamie Vetsch; Zoning Board, Rick Solberg and Jerry Kunz

Members Absent: Assessor Mark Splonskowski; Weed Board, Terry Mauch;

Chairman Nehring welcomed Ken Selzler to the board, Mr. Selzler is filling the position left open when Supervisor Zent resigned from the board due to a move to Bismarck. Supervisor Selzler’s term will be until 2021.

Consent Agenda: Nothing to discuss.

School Board Report: Supervisor Springer reported the school board is watching the City of Lincoln ETZ very closely out of concern to what could happen to Apple Creek School and possible consequences to Apple Creek Township. Chairman Nehring said the township will do everything they can to prevent the takeover from happening. The same thing happened when Bismarck wanted to carve out some of the township and the township was able to get the area back. The board stands firm ACT will not just let Lincoln take over ACT jurisdiction.

There was discussion on amending the agreement between AC School and ACT about the buildings. Chairman Nehring said there would need to be more research to see what and how to get the best outcome for the School and Township. Supervisor Springer said there have been some bills that have not been turned over for payment to the township. Chairman Nehring said the board will stand by the original agreement and pay 50% of any school building related invoice.

Supervisor Springer said there will be a benefit for Larry Rhode, a former school board member who is battling cancer. The benefit will be @ the Tumbleweed in Lincoln on November 17th.

Supervisor Springer also said that the U of M students did several projects to the school for their Day of Service. The weather did not cooperate, and the students could not get all their projects completed.

Treasurer’s Report: Treasurer Vetsch reported there is $90,081.42 in checking and $186,930.24 in savings. She had 3 bills for payment 1 to Burleigh County for ACT’s share of the paving of 119th St SE; Chad Schneider for 3rd Qtr. mileage and to TAO Interactive for the webpage service for 2019. A discussion followed resulting in an agreement from the board that the bulk of the money should remain in the savings account where more interest can be accrued. Supervisor Springer made a motion to pay bills presented and to have the treasurer keep the checking account balance close to $20,000.00 and transfer the rest to savings. The motion received a 2nd from Supervisor Selzler. The motion was unanimously approved.

Assessor’s Report: No report due to the absence of Assessor Splonskowski. The board reviewed the abatement request from Phillip & Krista Erbele @ 8213 Red Oak Drive. Since Assessor Splonskowski was not @ the meeting and he was the one who filled out the form for the Erbele’s. The board felt the abatement was because Assessor Splonskowski was not able to see the inside of the property therefore it was over assessed. Clerk Meidinger will check with Assessor Springer to see if their house was over appraised because he could not get in to see the property. Supervisor Springer made a motion to approve the 3 abatement for the years of 2016, 2017 & 2018 for nonexistent improvements contingent on confirmation from Assessor Splonskowski. The motion received a 2nd from Selzler. The motion was unanimously approved.

Road Supervisor’s Report: Chairman Nehring said the board has not found a replacement for Supervisor Schneider yet. Treasurer Vetsch suggested contacting Nathan Jensen to see it he would be interested in taking on the position. There was a suggestion to advertise the position on the township web site. It was also suggested to put it in the school newsletter. Clerk Meidinger said she would get something on the website about the position. There were also reports that the roads in Sunrise are bad and Northgate is also in need of TLC. Supervisor Nehring said he could check with the county and see if the roads suggested could get some attention before winter.

Other Business: Chairman Nehring said the board received the 2019 Maintenance agreement with the county which is approximately $43,000.00. He thought would be best if the board took copies of the agreement home and go over it and then have an informed discussion @ the December meeting.

With no other business to discuss Chairman Nehring adjourned the meeting.
