ACT Board of Supervisors Meeting
03/04/2024, 7:00pm
In Attendance: Monte Sicble, Gaylen Dewing, Eric Richard, Jerry Kunz, Dan Reis, Dusty Hasper, Roy Kuil, Stephen Schnaible and Jamie Vetsch.
1. Call to Order
Chairman Sicble called the meeting to order at 7:00pm.
2. Minutes Review
A. Corrections and approval of the Minutes from the previous meeting.
Chairman Sicble made a motion to approve the minutes from the Feb. 5, 2024 regular meeting.
Supervisor Dewing 2nd the motion.
Vote: Eric - Yes, Monte - Yes, Gaylen - Yes
Motion approved.
3. Old Business
Discussed the postions up for election at the annual meeting and the following names were offered
to be placed on the ballot for the annual meeting.
Dan Reis - Supervisor
Terry Woehl - Zoning Supervisor
Jerry Kunz - Zoning Supervisor
Randall Strom - Treasurer
Other nominations can be made at the annual meeting, but they will have to be write in cadidates
as the ballots cannot be reprinted that night.
4. New Business
1. Tax abatement request - Angie & James Gross.
Supervisor Dewing made a motion to approve the tax abatement request.
Chairman Sicble 2nd the motion.
Vote: Eric - Yes, Monte - Yes, Gaylen - Yes
Motion approved.
2. (2) Tax abatement requests - Brian Bitner.
Supervisor Dewing made a motion to approve both tax abatement requests.
Supervisor Richard 2nd the motion.
Vote: Eric - Yes, Gaylen - Yes, Monte - Yes
Motion approved.
5. Area Reports
A. School Board Report - Dan Ries
School board member Terry Woehl stated that the school board has started to post township
information and asked if the township would do the same to try and generate more interest
on both sides and to have a more informed public.
B. Treasurers Report - Jamie Vetsch

Supervisor Richard made a motion to pay the bills.

C. Assesors Report - Marie Horning
None
D. Building Inspector's Report - Burleigh County
1. Three building permits requesting approval.
Jessie Hoeger is requesting a permit to install an industrial kitchen. She will not be selling
anything from her home.
Chairman Sicble made a motion to approve the permit.
Supervisor Richard 2nd the motion.
Vote: Eric - Yes, Gaylen - Yes, Monte - Yes
Motion approved.
Travis Grace is requesting a permit to build an attached garage that has a living space upstairs.
It would be a one bedroom, 1 bathroom kind of a mother-in-law suite.
Chairman Sicble made a motion to approve the permit.
Supervisor Richard 2nd the motion.
Vote: Eric - Yes, Gaylen - Yes, Monte - Yes
Motion approved.
Mason Yokim (spelling may not be correct) - would like to build a garage with living quarters
upstairs. He is splitting the property. It will be seperate from the house that is already on the
property. Supervisor Richard made a motion to approve the permit, but is contingent upon
getting the lot plotted and that the minimum lot size remains 5 acres and the garage/living
quarters meets all building codes and zoning requirements.
Chairman Sicble 2nd the motion.

Motion approved.
Charles Dopple (spelling may not be correct) - is requesting approval of a lean-to structure
attached to his shop/barn.
Supervisor Richard made a motion to approve the request.
Supervisor Dewing 2nd the motion.
Vote: Eric - Yes, Gaylen - Yes, Monte - Yes
Motion approved.
E. Road Supervisors Report - Roy Kuil
1. A contact form was emailed in from Carl Robinson saying he had talked to the county grader
and he suggested at least three loads of gravel is needed on Barstow Lane from Apple
Creek Road to Viking Drive. Supervisor Kuil informed Carl - that the road is on the list and will
get done when the county starts those operations this spring/summer.
F. Weed Supervisors Report - Dusty Hasper
Still waiting on Burleigh County weed board to be selected.
6. Zoning Board
A. Motion to add verbiage to ordinances allowing for PUD's.
Discussed pros and cons of having PUDs and whether or not ACT should add such verbiage to the
zoning ordinances. However, this is something that has to take place at a special meeting or the
annual meeting. It was decided that verbiage would be provided to the Clerk to put on the ballot
to be voted on at the annual meeting on March 19, 2024.

Chairman Sicble adjourned the meeting at 8:22pm.
