ACT Board of Supervisors Meeting

In Attendance: Monte Sicble, Gaylen Dewing, Dan Reis, Jerry Kunz, Terry Woehl, Stephen Schnaible, Dusty Hasper and Randy Strom

 

1. Call to Order

Chairman Dewing called the meeting to order at 7:01pm
Roll Call:

2. Minutes Review

A. Corrections and approval of the Minutes from the previous meeting.

Supervisor Sicble made a motion to approve the July 8, 2024 meeting minutes.
Supervisor Reis 2nd the motion.
Vote: Dan - Yes, Gaylen - Yes, Monte - Yes
motion approved.


3. Old Business

There seems to be some confusion as to what the pay increase was that occurred at the last
Annual meeting. This needs to be clarified or changed if what got passed was not
what was intended.

Verbiage from last annual meeting regarding a motion for increased pay to township officials.
"B. Lori Halverson made a motion: "Pay increase for all elected or appointed Apple Creek Township
    officials should receive a minimum of $100.00/day for each day worked on behalf of the township.
    Maximum annual pay, not to exceed $4,000.00 per calendar year."
Jamie Vetsch 2nd the motion.

Moderator called for vote - passed unanimously. " -- 2024 Annual Meeting Minutes

Jamie Vetsch indicated this is not what she voted for and suggested it be amended. No amendment
was provided.
Lori Halverson had the intent to only have a pay increase for the regular meetings. Outside of the
meeting the regular pay of $20/hr would still be the pay.
Treasurer Rand Strom understood it this way also.
Supervisor Reis made a motion to affirm the original motion with the idea that everyone understands
its meaning.
Supervisor Sicble 2nd the motion.
Vote: Dan - Yes, Gaylen - Yes, Monte - Yes
Motion affirmed.

4. New Business

Jim Heisler - Mckinley township Road Supervisor introduced himself and provided some information on
load limits and vehicle restrictions that can be applied to township roads, specifically subdivision roads.
An example of the signage would be "Commercial vehicles prohibited, unless exempt. Apple Creek
Township". It was also discussed that a special hearing would need to be held to modify the ordinances
to account for the vehicle restrictions. Jim mentioned that their lawyer (Dave Bliss) is especially good
with road ordinances and recommended his services.
Supervisor Reis made a motion that he would reach out to Dave Bliss for the purpose of calling a
special public hear to discuss restricting commercial truck traffic on certain township roads.
Supervisor 2nd the motion
Vote: Dan - Yes, Gaylen - Yes, Monte - Yes
Motion approved.

Additionally, Gaylen is going to contact the attorney about the 22nd Ave name problem and the city of
Lincoln annexing section 17.

Charlie Bullinger on 80th and Lincoln Rd is wanting to move on a "ready made" storage building on his
property. The board advised him that the building does not require a permit because it is not a permanent
structure.

There was further discussion on how to manage the connex boxes or shipping containers. Terry Woehl
discussed his plan that would require a 3 person panel to handle the drafting of the rules. To that end
Terry and the Clerk will get something posted on the website asking for volunteers for this panel.
 

5. Area Reports

 

A. School Board Report - Terry Woehl

Dan mentioned that the main building basement has come concrete displacing. The board asked
Basement Innovations to come to the monthly meeting to provide recommendations and an estimate.
 

B. Treasurers Report - Randy Strom

Checking:$249,457.25
Savings: $36,402.91
Cd's: $300,000
$480 check for the lawyer
Supervisor Sicble made a motion to pay the bills.
Supervisor Reis 2nd the motion.
Vote: Dan - Yes, Gaylen - Yes, Monte - Yes
Motion approved.

C. Assessors Report - Marie Horning

1. Discuss renewal of services for another year
Marie Horning offered her services again for another year. Proposed costs are $10,500 or
$2625.00/qtr through June 30, 2025.
The board said they would consider the offer but also check costs against other assessors.

D. Building Inspector's Report - Burleigh County

1. Review and approve the permit report - there were not any permits for Apple Creek.


E. Road Supervisors Report - Roy Kuil

Absent but indicated via email there was nothing major to report. He has been driving and
checking the roads.
 

F. Weed Supervisors Report - Dusty Hasper

Darren Johnson was hired as Burleigh County weed Supervisor. Nothing else to report.

6. Zoning Board
 

Chairman Dewing called the zoning portion of the meeting to order.

A. Rick Johnson Mobile Home - change/approve letter from the lawyer
The board reviewed the letter and agreed it should be sent to Rick Johnson.
Supervisor Sicble made a motion to send the letter as is.
Chairman Dewing 2nd the motion.
Vote: Dan - Yes, Gaylen - Yes, Monte - Yes, Jerry - Yes, Terry - Yes.
Motion approved.

B. Myrtle Holzer and Johnathan Holzer removed 6 loads out of the yard. There are 25 vehicles yet.
8 of them belong to others and are going to be removed by Aug 1st. The rest are supposedly operational.
