Regular Meeting

Members Present: Chairman, Paul Zent; Supervisors, Kerry Olson & Ken Selzler; Zoning Board, Terry Woehl and Jerry Kunz; Assessor/Building Inspector, Ed Daniels; Weed Board, Terry Mauch; Treasurer, Shawn Whitney and Clerk, Cyndy Meidinger
Chairman Zent opened the meeting, introduced the members of the board to the audience. Chairman Zent said the minutes can be accessed on the township website; but for the time being the minutes will also be read. With no corrections or additions to the minutes Supervisor Selzler made a motion to approve the minutes as read, 2nd by Supervisor Olson. The motion was unanimously approved with Supervisors Selzler, Olson and Chairman Zent voting in favor of the motion, Motion Carried.
School Board Report: Lorraine Richard had a copy of the new agreement for the school buildings for the supervisors to read and see if any changes need to be made. There were several questions as to why the school tax portion was so high. Ms. Richard said part of the reason is 2/3rds of the school district out flow is for tuition for students in middle, high, and elementary students not attending Apple Creek School. She is not sure if the school board is reimbursed from the state. She said she will check on the tuition figures and how many students the school district is paying for. There are 72 students attending Apple Creek this school year. Ms. Richard said the school board will meet @ 4 PM on Monday, February 14th at Apple Creek School any one may attend to have any questions answered they might have.
Road Supervisor’s Report: Supervisor Wolf said the county informed him that Brian Chaska living at 5001 52nd St was pushing snow from his driveway on to the right of way and this could cause future snow problems for the county. Lorin said he had tried to contact Mr. Chaska to let him know this is against county policy but got no response.
The township had received a letter from Marcus Hall the county highway engineer inquiring if the township needed snow removed from township road ditches to help keep the roads open. The supervisors set Saturday Feb 12th the day they would take a road trip to inspect the township roads to see if there is a need for extra snow removal. They will also check in on Mr. Chaska and visit with him about the problems that could be caused by putting extra snow in the right of way.
Zoning Board Report: Jon & Cherie Sanstead were at the meeting to request a public hearing. They are purchasing 20 acres of land with an oversized barn from Ken Selzler. They also had an option to buy the adjoining 20 and 40 acre plat. The Sanstads want to use the property for an equestrian center. The center would include horse boarding, ridding arena and hosting horse related events. Chairman Zent suspended the regular meeting of ACT and opened the Zoning Board. A discussion followed resulting in a motion from Supervisor Selzler to approve the change in zoning of lot 2 in Selzler Addition from agricultural to commercial pending the public hearing in March. After further discussion Supervisor Olson stated he thought the motion should not come from someone who had a vested interest in the motion. Supervisor Slezler resinded the motion. Zoning Board member Woehl said he would make the same motion, 2nd by Zoning Board member Kunz. The motion was approved with Zoning Board members, Woehl, Kunz and Supervisor Olson voting in favor of the motion. Supervisor Selzler and Chairman Zent abstained, Motion Carried. Chairman Zent said the public hearing will be held Monday, March 7th in conjunction with the regular monthly meeting. Chairman Zent closed the Zoning Board and reconvened the regular meeting of ACT.
Assessor’s Report: The board had 2 abatements to review. Jack Bender a Homestead Credit @ 2960 Susan Drive and Patrick & Jane Bosch a Disabled Veterans Credit for 2009 & 2010@ 8015 Kittie Lane for 60% Disabled Veteran’s Exemption. Assessor Daniels said both Mr. Bender and Mr. Bosch met the requirements. Following assessor Daniels recommendation Supervisor Selzler made a motion to approve the abatements for Jack Bender and Patrick Bosch, 2nd by Supervisor Olson. The motion was unanimously approved with Supervisors Selzler, Olson and Chairman Zent voting in favor of the motion, Motion Carried.
Building Inspector’s Report: Inspector Daniels had one building permit for Tracy Domagala @ 8550 Palomino Drive to finish his 30’x60’ pole barn, permit cost $72.00.
Treasurer’s Report: Treasurer Whitney had 3 bills to pay for $2,090.74 a deposit of $72.00 for a building permit with a total of $119,407.16 in checking to date. After review Supervisor Olson made a motion to pay all bills presented, 2nd by Supervisor Selzler. The motion was unanimously approved with Supervisors Olson, Selzler and Chairman Zent voting in favor of the motion, Motion Carried.
