Chairman Olson opened the meeting.
Supervisor Zent made a motion to approve the minutes of the previous meeting. Supervisor Selzler seconded the motion. The motion passed with Supervisors Zent and Selzler and Chairman Olson voting in favor.
School board Report: No report
Zoning Board Report: : Abatement on Philip Couch property, Chairman Olson will call Kevin to verify.
Assessor’s report: Two applications were received for township assessor position. Interviews will be set in August. Chairman Olson stated that township board signed a contract with Van Guard under some pressure [pressure of making sure that all residents of township are taxed fairly]. Since township signed the contract, will have more say into what goes one with the assessment. Residents are encouraged to allow assessor into home so that an accurage appraisal can be obtained.
Township was sent a bill for properties that were missed during the year and not assessed so the county had them assessed. Chairman Zent didn’t think township should pay twice for 35 homes. Chairman Zent feels these plots should be excluded from the reassessment since Burleigh County just assessed the properties. Chairman Selzler made a motion to not pay the bill until we get the situation figured out. Chairman Zent seconded the motion. The motion passed with Supervisors Zent and Selzler and Chairman Olson voting in favor.
Chairman Zent feels that VanGuard will not find much in discrepancies in the Apple Creek Township.
Building Inspector’s Report:
Letter should be sent out; a form letter that will advise owners a permit is needed to obtain permission to build; general guideline is that structure with a roof on it needs a permit. Craig recommends 60 days maximum for resolution of property issues.
Motion from Chairman Zent to have a letter sent to Harmony Stables and Stoppler’s indicating that building permits are required and to contact Greg Hillig. Chairman Ken 2nd the motion. Supervisors Zent and Selzler and Chairman Olson Approved.
Road Supervisor’s Report: No report
Treasures’ Report: Bank Balance $353,369.07, Credit for $963.62, deposit was made for $2766.18 in July and $1969.25 in August.
Supervisor Zent made a motion to pay bills. Supervisor Selzler seconded the motion. The motion passed with Supervisors Zent and Selzler and Chairman Olson voting in favor.
Other business – Finley Engineering would like permit to install cable over the roads, anything not paved with concrete or asphalt will be “plowed”. Board set terms that the company must come back later to check for settling or other issues one year from the installation. Ag Advisor would like citizen of township to report all illegal bee hives. Legal hives have a sign posted by the apiary stating the hives are legal.
