Members present: Kerry Olson, Chairman; Paul Zent, Supervisor; Ken Selzler, Supervisor; Jerry Kunz, Zoning Board Member; Terry Mauch, Weed Board; Greg Hillig, Building Inspector; Mike Schwartz, Treasurer; and Ann Willoughby, Clerk;  JP Moszer, Road Supervisor

Members absent: Rick Solberg, Zoning Board Member, Cole Shantz

Chairman Olson opened the meeting.

Supervisor Zent made a motion to approve the minutes of the previous meeting. Supervisor Selzler seconded the motion. The motion passed with Supervisors Zent and Selzler and Chairman Olson voting in favor.

School board Report: No school board report

Zoning Board Report:  Residents want to change Eagle Lane to English Oak Drive this is in the area adjacent to Lots 6-8 Block 2, Country Club, First Addition.

Property owned by Mr. Ed Rath was razed. There is still a propane tank on the property that must be dealt with. More information needs to be gathered about how to properly handle the tank.  The cost of maintenance on the property will be added to his taxes.

 Board discussed using country health department in the in the future to condemn properties to ensure the township is protected legally in such necessary actions.  

Assessor’s report:   Van Guard has completed assessments in the township. Some concerns from residents of the township about the assessments.  Residents have been reporting “curbside” appraisals. Residents also have reported that when Van Guard stopped at the resident when no one was home a note was not left indicating when the assessor was there or would come back. 

In the Van Guard contract it is stated that payments can be made over the course of two years for having the township appraised.  Board will meet with Van Guard representatives on November 11th, 2013 to review the work done.

Letter will be sent to Burleigh County concerning the $7000 bill that was presented for properties that were appraised by the county earlier this year.  These properties were only partially completed and the township contends they should not have to pay for a full appraisal.

Supervisor Selzler made a motion to pay $3500 of the $7000 for the appraisals on the partially.  Supervisor Zent seconded the motion. The motion passed with Supervisors Zent and Selzler and Chairman Olson voting in favor.

 

Building Inspector’s Report:

Mr. Greg Hillig will be resigning at the end of the year for personal reasons. Board is looking for recommendations for a replacement. 

Road Supervisor’s Report:  Roads in the township are being improved by emplacing aggregate of various types on the roads.  3109 tons of aggregate and 3600 tons of recycled material have been used to date. Motion made by Chairman Zent to forgo using the country in laying gravel and use local companies. Chairman Selzler seconded the motion. The motion passed with Supervisors Zent and Selzler and Chairman Olson voting in favor. 

County finds this acceptable but will not allow independent companies to handle snow removal due to liability reasons.

Nathan Jensen at 6500 Omar Road would like to build a private drive to access his property more directly. The board will allow the private drive to be built however under no circumstance will the township or the county maintain this road for any reason.  The homeowner must purchase a sign and is responsible for the expense of purchasing the sign to be placed on the drive stating it is a private drive.  The sign must be plainly posted to notify all drivers it is a private road and not maintained by local government.

Mr. JP Mozer will be taking a leave of absence;  Mr. Loren Wolf will be the road supervisor in the interim.

Supervisor Zent made a motion to pay bills. The motion passed with Supervisors Zent and Selzler and Chairman Olson voting in favor. 

Additional Business – The lap top computer currently being used by the clerk does not have wireless capability and the printer stopped working two months ago. A computer is needed by the township assessor so that the appraisal program can be loaded and used to stay current with appraisals in the township.  Motion was made by Supervisor Selzler to purchase a wireless printer and two laptop computers with soft sided carry bag, virus protection; these two positions can properly perform their duties.  Chairman Zent seconded the motion.  The motion passed with Supervisors Zent and Selzler and Chairman Olson voting in favor.
