Members present:  Paul Zent, Supervisor; Kerry Olson, Supervisor; and Jerry Kunz, Zoning Board Member.  Greg Hillig, Building Inspector; Roger Thompson, Assessor; and Elizabeth Patterson, Clerk/Treasurer, were also present.

Members absent:  Ken Selzler, Chairman/Road Supervisor; Rick Solberg, Zoning Board Member; and Terry Mauch, Weed Board Member.

Supervisor Olson opened the meeting.

Supervisor Zent made a motion to approve the minutes of the September 10, 2012, regular meeting.  The motion was seconded by Supervisor Olson.  The motion passed with Supervisors Olson and Zent voting in favor.

School Board report:  Erich Kroh, Apple Creek School Board Member, reported that the school board had a special meeting following the passage of the Bismarck Public School bond issue, and the school board has decided to hold two public hearings--October 16 and 25 at 7:00--at the school to gather the opinions of school district residents as to the future of the Apple Creek School.  Supervisor Zent said that the township supervisors should try to be present at the public hearings to address any questions the residents may have regarding the physical property of the school if it were to close.

Zoning Board:  The board reviewed two applications for abatement--one from Terrance & Joan Brosseau, Fairway Court; and one from Daniel & Ashley Havemaw, 113 Barston Lane.  Supervisor Zent made a motion to approve the Havemaw abatement and to approve the Brosseau abatement based on what the assessor finds out from Alan Vietmeier regarding what the county has adjusted on that property.  The motion was seconded by Supervisor Olson.  The motion passed with Supervisors Olson and Zent voting in favor.

Assessor’s report:  Mr. Thompson said he is still in the process of assessing the new homes within the township.  He indicated that the sales ratio for properties within the township look good compared with those in Bismarck and the county, and there should not be a big adjustment in that respect.  He said the new sales ratio will come out during the winter.

Building Inspector’s report:  Mr. Hillig issued the following permits:

• Jim Mills - new home with attached garage at 6980 Lincoln Road.
Valuation of work - $252,832
Permit - $1,243.07

• GR-8 Builders - new home at 10009 Pond Place.
Valuation of work - $162,388
Permit - $935.58

Weed Board report:  No report.

Road Supervisor’s report:  Supervisor Olson reported on bids received to haul gravel within the township.  Knife River’s bid was for Class 5 to be hauled at $13.75/ton delivered.  BAM Trucking’s bid was $120/hour.  Supervisor Zent said he asked Loren Wolf about applying gravel to the hill tops on 66th Street south of Lincoln.  Mr. Wolf said he spoke with the county regarding the 66th Street area, and the county recommended putting down crushed concrete or applying magnesium chloride due to the volume and speed of the traffic on that road.  The board agreed to contract with Mr. Wolf to take care of 66th Street south of Lincoln and to contract with Knife River for the rest of the gravel work.

Mr. Kunz asked why getting gravel down on the roads in the township was delayed this year.  Supervisor Zent indicated it was difficult to find anyone to haul the gravel.  Supervisor Olson said the county was slow to approve the gravel plan and did not get to it until June.

Treasurer’s report:  Ms. Patterson said the starting balance was $292,854.89, total deposits were $2,298.51, and total checks written were $5.88 for an ending balance of $297,446.03. 

Other business:  Mr. Kunz asked why nobody approached FEMA about fixing Northgate Drive after it flooded.  Supervisor Olson said that a request was turned in, and eight loads of gravel have been approved for Northgate Drive.

Supervisor Zent said he attended a recent Bismarck Planning and Zoning Commission meeting and the Pine Meadows 3rd subdivision previously approved by the township is on the agenda for the October 24 meeting of the Planning and Zoning Commission.

Supervisor Olson asked if there was any other business before the board.  Seeing none, Supervisor Olson adjourned the meeting.
