ACT Board of Supervisors Meeting

In Attendance: Monte Sicble, Dan Reis, Gaylen Dewing, Jerry Kunz, Terry Woehl, Stephen Schnaible, Dusty Hasper, Marie Horning and Roy Kuil.
1. Call to Order
Chairman Dewing called the meeting to order at 7:00 pm.
2. Minutes Review
A. Corrections and approval of the Minutes from the previous meeting.
Supervisor Reis made a motion to approve the Feb 3, 2025 meeting Minutes.
Supervisor Sicble 2nd the motion

Motion Approved.
3. Old Business
A. Truck Ordinance Discussion/Vote (Truck Route Ordinance.pdf)
Some discussion was had about the proposed Truck Route Ordinance. However, nothing was changed
from the draft provided for the meeting.
Supervisor Reis made a motion to approve the Truck Route Ordinance as provided (A copy can be
viewed via the link above).
Chairman Dewing 2nd the motion

Motion Approved.
B. Ordinance committee compensation
Supervisor Reis made a motion to pay the Ordinance Committee members $20.00 per hour with a
maximum of $100.00 per a day and a maximum of $4,000.00 per a year.

Motion Approved.
4. New Business
A. Tax Abatement requests
1. Ida and Benjamen Erickson - Disabled Veterans Credit
Supervisor Reis made a motion to approve the Erickson tax abatement.
Supervisor Sicble 2nd the motion
Vote: Gaylen - Yes, Dan - Yes, Monte - Yes
Motion approved.
2. James and Marie Mills - error in description
Supervisor Reis made a motion to approve the Mills tax abatement.
Supervisor Sicble 2nd the motion
Vote: Gaylen - Yes, Dan - Yes, Monte - Yes
Motion approved.
B. Speed limit change in Prairie View Heights from 35 to 25
Supervisor Reis is going to check with Marcus and Casey at Burleigh County to see what the
process is to change the speed limit.
C. Obstructed view turning from 80th St onto Lincoln Rd.
Supervisor Reis is going to check with Marcus and Casey at Burleigh County to see what the
process is to remove or trim the trees that are causing the obstruction.
5. Area Reports
A. School Board Report - Terry Woehl
Nothing new to report.
B. Treasurers Report - Randy Strom
1. Approve bills to be paid

1 CD at $100,000
One of the $50,000 CDs is due to expire this month.
Supervisor Reis made a motion to roll over the expiring CD for $50,000 at the best interest rate possible.

Supervisor Reis made a motion to "have Treasurer Strom check into getting a credit card for the township"
This would be to allow township officers to charge recurring items like QuickBooks or Microsoft
Office to avoid charging a personal card and then getting reimbursed.

C. Assessors Report - Marie Horning
Marie reported one call from the County that she resolved.
D. Building Inspector's Report - Burleigh County
1. Review and approve the permit report
Nothing on the report is for Apple Creek Township.
E. Road Supervisors Report - Roy Kuil
Roy reported that he has been checking the roads since things have been thawing out. So far it is
looking good. A complaint was reported of a guy dragging his driveway that is disturbing the main
gravel road, this is on 80th St between 22nd and Northgate. Roy is going to check into this.
F. Weed Supervisors Report - Dusty Hasper
Nothing to report
6. Zoning Board
Chairman Dewing called to recess the regular meeting and open the Zoning portion of the meeting.

Sheriff Dept announced that the Holzer Trial as of now is scheduled for the 18th of June, 2025 all are
welcome to attend. You can check for updated information on NDcourts.gov search for last name and
first name. Rumors were mentioned that Myrtle may be selling one of the lot, but nothing confirmed.
The board is considering a $2,000 fine that would be a special assessment on Myrtle's property taxes.
Additionally, all legal bills and the cost of any clean-up will be added to the special assessment.
The board will be getting bids soon on the cost of cleaning up the Holzer property now that the
weather is allowing for the clean-up to happen. However, a court order will be needed to allow the
contractor to access the property.
Rick Johnson property was researched through the County, and it was found that some of the property
is owned by Rick Johnson and some is owned by the 3 Affiliated Tribes. It is not entirely clear which
property owner has the trailer house on it. Mitch is going to meet with the 3 Affiliated Tribes to see if
they know anything about the trailer house that was moved on and if they can assist with reaching an
agreement for its removal.
