ACT Board of Supervisors Meeting

In Attendance:  Dan Reis, Gaylen Dewing, Brandon Prichard by phone, Terry Woehl, Jerry Kunz, Randy Strom, Roy Kuil, Marie Horning, Dusty Hasper, and Sherry Leno

1. Call to Order

Chairman Reis called the meeting to order at 7:00 pm

2. Minutes Review

A. Corrections and approval of the minutes from the previous meeting.

Supervisor Dewing made a motion to approve the minutes from the January 5, 2026, meeting.
Chair Reis 2nd the motion
Vote: Dan - Yes, Gaylen - Yes Brandon - Yes
Motion approved

3. Zoning Board meeting was delayed until after the Weed report

Chairman Reis called to recess the regular meeting and open the Zoning portion of the meeting.
Roll call: Dan - present, Gaylen - present, Brandon - present Terry - present, Jerry - present

A. The Hues variance was discussed.  They indicated that the County Commission is giving them a hard time about the replat and requested that the Township approve the variance without the replat.

The zoning board made a recommendation that the Board of Supervisors approve the variance without the replat.  
Dan - yes, Gaylen - yes, Brandon - yes, Terry - yes, Jerry - yes

Chairman Reis closed the zoning board meeting and resumed the township meeting.

Gaylen made a motion to approve the riding arena as approved at the October 2025 township meeting. 
Dan 2nd the motion
It was brought to the board's attention that the motion at the October 2025 meeting was contingent on the replat.
Gayle withdrew his motion.

Gaylen made a motion to approve the variance without the replat approved by the County Commission.  The arena will remain in the same location.
Dan 2nd the motion
Vote: Dan - yes, Gaylen - yes, Brandon - yes
Motion approved

Chair Reis closed the zoning portion of the meeeting.


4. Old Business

A. Rick Johnson Property 
Dan indicated that Rick is dealing with our attorney and did not agree with the timeline to remove the manufactured home.  This will be worked on.   

B. Holzer Property
No one can get a hold of John Holzer.  Dan will contact the attorney to move forward with getting the trailers moved off the property.     

C. Nathan Jensen property
Nothing to report.

 

5. New Business

A. The Township Annual Meeting will be held Tuesday, March 17th at 7:00 pm.

Supervisor Dewing will not be running for the board.

Randy Strom indicated that he will run again for the Treasurer's position.

Jerry Kunz indicated that he will run again for the Zoning Board.

B. The Township Tax Equalization Meeting will be held on April 6, 2026 at 8:00 pm during the regular township meeting.

6. Area Reports

A. School Board - Terry Woehl
ICON has sent out the survey.  Several people indicated that they had not received the survey.  You may pick one up at the school or give them a call, and they will send the survey(s) to you.  Each voting member in the household needs a separate ID to complete the survey.  ICON will hold 4 meetings on the survey results.  The survey is due February 23, 2026. 

The portable that the school received from Shiloh will be moved in the next few weeks.  

B. Treasurer's Report - Randy Strom 
All of the CDs have been named
Checking: $141,131.49 (Burleigh County has not cashed our road maintenance check for  $50,452.85 and two others have not cashed their checks totaling $554.10)
Savings:  $119.83
1 CD at $106,870.76
2 CDs at $53,020.84

1. Approve bills to be paid
Kelsch Law - $270.00
Randy Strom - printing W2s - $41.78
Supervisor Dewing made a motion to approve the bills.
Chair Reis 2nd the motion
Vote: Dan - Yes, Gaylen - Yes, Brandon - Yes
Motion approved 

C. Assessors' Report - Marie Horning

Fielding calls.  Tax Equalization Meeting will be held on April 6, 2026, at 8:00 pm

D. Building Inspector's Report - Burleigh County
Did not receive a report for January, 2026

E. Road Supervisors Report - Roy Kuil
Roy indicated that it had been a quiet month, with no complaints received.  One person in attendance asked Roy to check out his road.  Jerry indicated that the dragging is still happening on 80th.

F. Weed Supervisors Report - Dusty Hasper 
Nothing to report.

Updates on ordinances.  The new board members will need to review the document and the public hearing minutes. Updates will be posted on the website.  

7. Adjourn

Dan made a motion to adjourn the meeting
Meeting adjourned at 7:47 pm.
