In Attendance:  Dan Reis, Gaylen Dewing, Brandon Prichard by phone, Terry Woehl, Jerry Kunz, Randy Strom, Roy Kuil, Dusty Hasper, and Sherry Leno

1. Call to Order

Chairman Reis called the meeting to order at 7:00 pm

2. Minutes Review

A. Corrections and approval of the minutes from the previous meeting.

Supervisor Prichard made a motion to approve the minutes from the February 9, 2026, meeting.
Supervisor Dewing 2nd the motion
Vote: Dan - Yes, Gaylen - Yes, Brandon - Yes
Motion approved

3. Zoning Board 

Chairman Reis called to recess the regular meeting and open the Zoning portion of the meeting.
Roll call: Dan - present, Gaylen - present, Brandon - present, Terry - present, Jerry - present

A. Craig Miller and David Moch from Emmons County were in attendance to share information and lend advice.  Emmons County charges 3% of estimated construction costs for conditional use permits.  (their project was 118 million, the county got 4 million). This goes a long way for roads. It appears two more projects will be coming, a battery storage facility and a fiber optic.  Cavendish Farms is also expanding its potato processing facility.  Cavendish has also committed $10,000/per year to maintain the road.

Dave Moch from the zoning board indicated that the board began with the CO2 pipeline company, which sued to gain access to the land to conduct a survey.  The Pipeline could run as close as 500 ft from a front door step.  He indicated that they need help at the next legislative session.  Tim Leppert is fighting the transmission line from Jamestown to Ellendale.  A legislator stated that counties are getting in the way of what the legislature wants to do.  Many landowners signed blanket easements, which means the pipeline has an easement for 99 years.  Do strip easements, and if you are approached, get an attorney.  They suggest joining the NW Landowners, out of Berthhold, Brad Leis, Troy Kunz, and Tim Leppert, who keep you informed about what's going on at the Capitol.  David also suggested a decommission or bonding - you can look on their website for the cost.  Summit Pipeline is not a common carrier in South Dakota.   The ND PSC got Summit treated as a common carrier in ND.  Do some research on the CO2 explosion in Mississippi.  

They also suggest we do an Industrial Fee, and in your ordinances, make sure pipelines are 1.5 miles from a school and 1 mile from residents.

We thank Craig and David for their time.

Jared Hansen indicated that Moratorium #2 needed some work to make it clearer.    Terry Woehl met with Jared after the meeting to incorporate appropriate changes.

Someone asked if the ordinances would be available to vote on at the annual meeting. Dan indicated that they would not be done and assured everyone they would not be sprung on them.

Chairman Reis closed the zoning board meeting and resumed the township meeting.


4. Old Business

A. Rick Johnson Property 
Dan indicated that a permit has been issued for the modular home.     

B. Holzer Property
Dan emailed our attorney today.  There are lots of issues.  Dan will continue to work with our attorney.   

Brad Fisher was in attendance and indicated he was looking to buy the Holzer property.  He needs both Jonathan's and Jessica's (the wife) signature; Jessica won't sign.  Mertyl says she will get it figured out. 

Clean up - the township will need to include in the contract what will be removed.  The township will need a court order to go out on the property to determine what will be removed.  Will need to include the Health Department - State or County.

C. Nathan Jensen property
The building in the floodway is for sale.

Will have the results of the school survey at the March 9th meeting.  There are two school board positions up for election.

Chair Reis made a motion to approve the bills.

C. Assessors' Report - Marie Horning

Not in attendance.  Tax Equalization Meeting will be held on April 6, 2026, at 8:00 pm

D. Building Inspector's Report - Burleigh County
Did not receive a report for February, 2026

E. Road Supervisors Report - Roy Kuil
Roy indicated he will make sure we are not paying for the roads that are in the City of Lincoln annexation, and 80th and 22nd.

F. Weed Supervisors Report - Dusty Hasper 
Nothing to report.
